MEMORANDUM OF UNDERSTANDING SIGNED BETWEEN PANAMA AND UNITED ARAB EMIRATES OFFERS NEW BENEFITS FOR VESSELS OF THE PANAMA REGISTER

The objective of this Memorandum is to establish a collaboration framework between both parties for the development of the “Blue Pass” project, which aims to create a platform that brings together the main actors in the UAE maritime industry, together with partners and interested parties, to offer a series of premium privileges and facilities to the main shipping companies and shipowners visiting the ports and waters of the UAE from all over the world.


The Maritime Authority of Panama (AMP) signed a Memorandum of Understanding (MOU) with the Ministry of Energy and Infrastructure of the United Arab Emirates (UAE) with which vessels of the Panamanian Registry will have access to new incentives.

The objective of this Memorandum is to establish a collaboration framework between both parties for the development of the “Blue Pass” project, which aims to create a platform that brings together the main actors in the UAE maritime industry, together with partners and interested parties, to offer a series of premium privileges and facilities to the main shipping companies and shipowners visiting the ports and waters of the UAE from all over the world.

With this initiative, the vessels of the Panamanian Registry will receive a series of benefits and facilities such as priority in entering and leaving ports, change of crew, discounts on auxiliary services with all those companies, shipyards, suppliers, and others that are registered in the Blue Pass program database. Likewise, the ships will have access to the shared database, with which they will be able to directly contact all suppliers and their discounts, for mutual benefit.

The agreement was signed by Her Excellency Hessa Al Malek, Advisor for Maritime Transport Affairs of the Ministry of Energy and Infrastructure in cooperation with Captain Rami Omar Al Breiki, Managing Director of NeoNautica for Ship and Boats Trading LLC, based in Dubai, while that the signature by the Maritime Authority of Panama was delegated to Her Excellency Rebeca Pérez Cervantes, Ambassador of Panama to the United Arab Emirates.

This Memorandum of Understanding comes into force upon its signature and will be valid for two years, which may be renewed with the mutual consent of both parties and the signing of a new memorandum of understanding.
