Minister María Inés Castillo presents the Action Plan for the strengthening and continuous improvement of Conditional Monetary Transfer Programs

The Action Plan, prepared with the support of the United Nations Development Program (UNDP), was presented by the Ministry of Social Development (MIDES) to government entities, non-governmental organizations, financing and international cooperation organizations, unions and communities that are part of the coordination and management of the PTMC.


As part of the National Government's policy of strengthening each of the programs and projects aimed at the most vulnerable care groups in Panamanian territory, the Minister of Social Development (MIDES), María Inés Castillo, presented the Action Plan for the continuous improvement of the Conditional Monetary Transfer Programs (PTMC), to strengthen them and provide continuity to social protection policies that currently impact more than 192 thousand people in vulnerable conditions.

“Tools like this Action Plan strengthen the institutionality of social protection policies, so that for those who benefit from the PTMCs, government transitions are imperceptible, and that the most vulnerable Panamanians continue to feel better cared for by the State. “said Minister Castillo.

The Action Plan, prepared with the support of the United Nations Development Program (UNDP), was presented by the Ministry of Social Development (MIDES) to government entities, non-governmental organizations, financing and international cooperation organizations, unions and communities that are part of the coordination and management of the PTMC.

This Action Plan was born from the recommendations of the results of the first impact evaluation carried out in Panama of the PTMCs in 2022, as well as the opinions of the program coordinators, collected through interviews.

Precisely, the lifting of the recommendations was carried out by an evaluation team made up of the Center for Educational and Social Studies (CEES) of Mexico, in conjunction with the MIDES. The CEES has vast experience in developing evaluations and research on this type of social policies throughout Latin America.
