MIRE, MEF and UNDP analyze progress and challenges of Budget Management based on Results

The Results-Based Management approach favors the articulation between State resources and the establishment of goals, in order to achieve concrete results that put citizens at the center of public policies, while making public spending more efficient. .


Authorities from the Ministry of Foreign Affairs (MIRE), Economy and Finance (MEF) and the United Nations Development Program (UNDP), analyzed the progress and challenges of the Results-Based Management project, which contemplates the implementation of the Budget based in Results (PbR), and aims to make budget management in the country more efficient and transparent.

The Results-Based Management approach favors the articulation between State resources and the establishment of goals, in order to achieve concrete results that put citizens at the center of public policies, while making public spending more efficient. .

During the meeting held on May 23, 2024, in which the following participated: the Vice Minister of Economy, Carlos González Miranda; The director of International Cooperation, Margelia Palacios, and the Deputy Resident Representative of the UNDP, Itziar González, addressed the strategic actions implemented, which have led to significant advances in the execution of the Results-Based Budgeting (PbR) methodology in Panama.

To date, 33 State institutions use PbR and “we are close to achieving the goal of 50. This does not mean we can say that we have more than 300 officials trained in module one of Planning and other officials have completed modules 2 and 3 for Monitoring and Evaluation,” shared the Vice Minister of Economy.

González cited the advances in the incorporation of PbR, linked to gender strategies, climate change, technology and research and development. He announced that it is expected to close a first cycle in 2024 that will allow the country to have its mid-term evaluation in January 2025 and begin the dissemination stage of the PbR Budget Administration Standards from a regulatory point of view.
